Calculation Criteria *Reference Date: June 9, 2025

• The number of household members who share both residence and livelihood with the applicant, as listed in the Household Resident Registration Records (or, in the case of foreign nationals, an equivalent official document).
• Even if not listed in the same Household Resident Registration Records, the following individuals may be included based on their circumstances:
  

  - If the deceased victim or affected person has no legal spouse (i.e., is single or a student) and resides separately from their household due to work, study, or similar reasons, the household members of their parent(s)* may be used as the basis.

  *One direct-line ascendant of the first degree is recognized (up to the second degree if no first-degree relative exists).

  - If the deceased victim or affected person has a legal spouse but does not share residence due to work or other eligible reasons, the spouse’s household members are included in the count.

• Individuals listed as cohabitants in the Household Resident Registration Records may also be counted if they share a livelihood with the applicant (e.g., in a de facto marital relationship).
• Individuals listed in the Household Resident Registration Records may be excluded from the household count if the competent local authority (mayor, county governor, or district head) confirms that they maintain a separate residence and livelihood from the applicant. 

  - Where applicable, the household composition criteria under the Emergency Welfare Support Program may be applied with necessary adjustments.

Disbursement Criteria

• The amount of support shall be determined in accordance with the Living and Livelihood Support Standards outlined in the Standards for Support under Social Disaster Living Stability Assistance (as notified by the Ministry of the Interior and Safety).
