Sucess of Korea-Vietnam E-Gov Cooperation Led to Signing of 2nd MOU

The Government of the Republic of Korea and the Government of the Socialist Republic of Vietnam signed a memorandum of understanding on cooperation in the area of e-government for the second time after the first one signed in 2009.

Representing the two governments, Minister Chong, Jong-sup of Government Administration and Home Affairs of Korea and Minister Nguyen Bac Son of Information and Communications of Vietnam signed the MOU. At the signing ceremony, government officials in charge of e-government and regional informatization programs attended along with the two Ministers.

The areas of cooperation covered by the MOU include e-government related capacity-building, e-government related corporate cooperation, policy consultation and technical assistance in e-government building as well as in creating and amending related laws and institutions, and the establishment of regular meeting mechanism to facilitate the implementation of cooperative activities.

Commenting on the MOU, Minister Chong stated, "Since it is the second time to sign an MOU with the Ministry of Information and Communications of Vietnam, I hope this MOU would further solidify the bilateral relations based on mutual trust and help the Vietnamese government develop the laws and institutions concerning e-government."

After the first MOU was signed in 2009, the Ministry of Government Administration and Home Affairs (MOGAHA) of Korea built and opened the IT Cooperation Center in Vietnam in 2011, which completed the Ho Chi Minh City-Trung Luong highway in 2013 and land information system in 2014.

Furthermore, in 2012, the Vietnamese Information Access Center was opened, and in 2014, a public administrative consulting project was conducted in Vietnam by the MOGAHA. This June, Mr. Le Thanh Chau, the head of information division of the Vietnamese Ministry of Agriculture, took part in an invitational training program held by the MOGAHA in Seoul.

The two ministries are going to establish a regular meeting mechanism to facilitate easier communication and make their cooperative projects more effective.
