Diplomatic Corps in Korea Gathers to Check Out Government 3.0

On the first day of May, some 37 members of the diplomatic corps in the Republic of Korea flocked to the Government 3.0 Fair, which was held at Exhibition Hall C3 and C4 of the Coex Convention Center from April 30 through May 3.

The Government 3.0 initiative is a new paradigm of government operation that was launched in 2013 by the Park administration. It was launched to engage people to directly participate in the policy-making process via various channels and deliver innovative and customized public services designed based on the people's individual needs. Government 3.0 Fair presented various exhibits where visitors can experience innovative public services. As the Government 3.0 initiative marks its third year in 2015, 44 central government agencies and 17 metropolitan cities and provinces took part, boasting their achievements to date and seeking views on future direction.

The participating members of the diplomatic corps in Korea attended a briefing on the concept and accomplishments of Government 3.0 and then took a special exhibition tour with Minister Chong, Jong-sup of Government Administration and Home Affairs of the Republic of Korea. Among the participants were several African ambassadors including the Ethiopian ambassador who was very interested in cutting-edge ICT in Korea as well as British and Dutch ambassadors whose governments are putting as much effort to open government as the Korean government. The participants also include those from international organizations in Korea, such as the ASEAN-KOREA Centre and the United Nations Project Office on Governance.

At the exhibition, the participating ambassadors and representatives checked out various exhibits, including "Smart Office" exhibit that showcased the future of e-government, the exhibit of the National Tax Service that featured mobile tax filing, and the exhibit of the Korea National Park Service that displayed themed hiking trails in national parks.

UK Ambassador Charles Hay commented that the UK government is doing similar work as a founding member of the Open Government Partnership. Speaking of the automated immigration clearance system at the exhibition, he stated that the UK has a similar system, adding that Korea is ahead of the UK in mobile-based services. Asked what was most impressive at the exhibition, he chose the themed hiking trail information service, saying that he would like to check out hiking trails of Mt. Jiri in advance before his family trip the next week. Ethiopian Ambassador Dibaba Abdetta stated that people's demand for real-time service and modern technologies were combined to make such achievements, commending that a new miracle came true after the miracle on the Han River. When asked what was most impressive at the exhibition, he said that it was hard to pick one, and yet chose the automated immigration clearance system.
