<Overview of the People’s Livelihood Recovery Consumption Coupons>
[Objective]
As an extraordinary measure to revitalize the people’s livelihood economy, the government will issue the People’s Livelihood Recovery Consumption Coupons to stimulate domestic consumption and boost sales for small business owners and the self-employed.
Total Budget: KRW 13.9 trillion
[Eligibility and Support Details]

Eligibility - All citizens based on resident status as of June 18, 2025
Substantial and focused support for lower-income & single-parent families, and basic livelihood support recipients
Eligibility, support amounts, and other details will be individually notified via the People's Livelihood Recovery Consumption Coupon Notification Service.
Apply in advance via the Virtual Assistant Service for the Public website (http://ips.go.kr) and Naver App (e-document service), KakaoTalk (Goodpy channel), or TOSS (My Document).

Amount - KRW 150,000 to 550,000 per person
Method - Customized support based on income and in phases
(1st Round)
KRW 150,000 per person (KRW 300,000 for lower-income families, KRW 400,000 for basic livelihood support recipients)
Additional KRW 30,000 per person in non-metropolitan areas (excluding Seoul, Incheon, Gyeonggi, rural depopulation areas)
Additional KRW 50,000 per person in rural depopulation areas (84 cities/counties)
(2nd Round) Additional KRW 100,000 per person to 90% of citizens (eligibility determined based on health insurance premiums)

Top 10% KRW 150,000 (+30K/+50K)
General Citizens KRW 150,000 (+30K/+50K)

[How to Apply and Timeline]
(Who Can Apply) Individual applications
For minors: the head of household on the resident registration must apply and receive support on their behalf. If a minor is the head of household and there are no adult members on the resident registration, they can apply directly.

(Where to Apply) Local government (special/metropolitan city, city/county/district) with jurisdiction over the address on applicant’s resident registration as of June 18, 2025

(Application and Issuance Period)
1st Round: July 21 - September 12, 2025
2nd Round: September 22 - October 31, 2025

(Issuance Method)
Choose from Local Love Gift Certificates (card, mobile, paper), Credit/Debit Cards, or Prepaid Cards

-Local Love Gift Certificate (mobile/card types) → Local Love Gift Certificate App
-Credit/Debit Cards → Card company website/app/call center/ARS

2. Offline Application July 21, 2025 9:00 AM - September 12, 2025 6:00 PM, Excluding weekends
-Local Love Gift Certificates (paper/selected card types), Prepaid Cards → Community center in your jurisdiction
-Credit/Debit Cards → Partner bank branches affiliated with card companies (until 4:00 PM)

3.Home Visit Application Further guidance available from local governments
-Residents with mobility challenges, such as seniors and people with disabilities, can request the ‘Home Visit Application’ service by phone. Local governments will provide in-person assistance.

(Period of Use) Both 1st and 2nd round coupons must be used by November 30, 2025.
(Area of Use) Applicant’s registered address area
-If the address is in a 'Special City/Metropolitan City' area, use is limited to that city.
-If the address is in a 'Do(Province)' area, use is limited to the Si/Gun(City/County) corresponding to detailed address
If you move and complete your moving-in report during the period of use, you can change the area of use (credit/debit cards only).
(Place of Use) Local Love Gift Certificates: Accepted at member stores (varies by local government)
A list of stores is available on the Local Love Gift Certificate app and the local government websites.
Credit/Debit/Prepaid Cards: Stores with annual sales of KRW 3 billion or less

∙ Franchise-affiliated stores (e.g., convenience stores, bakeries, cafes, chicken restaurants)
*At Hanaro Mart, usage is only allowed at branches in rural areas (myeon) where there are no similar businesses.

∙ Superstores, Super supermarkets (SSM)
∙ Department stores
∙ Duty-free shops
∙ Major foreign retail chains (e.g., Xi*, App*, IKE*)
∙ Large electronics stores (e.g., Hi**, Electronic**)
∙ Directly operated franchise stores (e.g., convenience stores, bakeries, cafes, chicken restaurants)
∙ Online commerce platforms (e.g., shopping malls, delivery apps)
*Use may be allowed for delivery apps if payment is made face-to-face using the affiliated store's own terminal.
∙ Entertainment/gambling businesses (e.g., bars, casinos, lottery shops)
∙ Businesses enabling cash-conversion (e.g., gift certificate stores, gold dealers)
∙ Payment of taxes, public utility bills, and automatic payments for transportation/telecommunications
