Korean delegation to promote e-government and good governance in Latin America

The Ministry of the Interior and Safety (MOIS) sent a delegation specialized in e-government and public administration, headed by Vice Minister Yoon Jong-in, to Chile, Honduras and Guatemala from May 20 through 24.

The pan-governmental delegation was comprised of MOIS, the Ministry of Foreign Affairs (MOFA), the Ministry of Land, Infrastructure and Transport (MOLIT), Statistics Korea, the National Information Society Agency (NIA), the Korea Internet & Security Agency (KISA), the Korea Minting Security Printing & ID Card Operating Corp (KOMSCO) and the Korea Land and Geospatial Informatix Corporation (LX).

During Chilean President’s visit to Korea in April this year, Korea and Chile signed a memorandum of understanding for cooperation on e-government, one of the four key areas of bilateral cooperation. As part of the follow-up, the Korean delegation held the cooperation forum and bilateral meetings with relevant organizations on various issues including 1) resident registration and e-Passport, 2) Government 24, 3) statistical information system, 4) cyber security and 5) interoperability policies, as requested by the Chilean government.

In addition, Chile will make will award an order for resident registration and e-Passport advancement project within this year. At the high-level meeting with the President’s Office and Civil Registry and Identification Service of Chile, the delegation sought for an opportunity for Korean businesses to take part in the project. At the working-level workshop on resident registration, the delegation introduced Korea’s cases and took a closer look at the projects.

Honduras plans to carry out complete enumeration on civil registration and e-ID Card issuance project, worth about 170 million dollars, and to build the Data Center. The Korean delegation met with Vice President and Minister of General Government Coordination and suggested cooperation with Korea. Moreover, the cooperation forum on public administration was held to discuss various issues on substantial cooperation including 1) Data Center, 2) Government 24, 3) resident registration and e-ID Card, 4) e-Passport and 5) national geographic information system.

In Guatemala, the delegation met with the heads of the National Secretariat for Science and Technology and the National Institution of Public Administration and explored the possibility of government data center project, while discussing ways to foster cooperation for laying the groundwork for e-government including improving laws and institutions. Also, the delegation introduced the Smart City and Korea’s intelligent CCTV surveillance as the solution to address security and transport issues in Guatemala.

Vice Minister Yoon Jong-in noted that “Fostering cooperation in the fields of e-government and public administration is essential to help Korean companies make inroads into the overseas market.”“The government will take the lead in promoting Korea’s best practices, especially in resident registration, e-Passport, Government 24 and Government Data Center, so that domestic businesses can advance into the global market,” he added.
