①Reduced Tax Burden After Demolition
-Extended property tax relief for public land use after demolition [from the second half of 2025]
Up to 5 years → The entire usage period
Extension of 10% transfer tax exclusion period after demolition
2 years → 5 years

②Reduction of Demolition Costs
-Support for demolishing unoccupied and derelict houses in population-declining areas, with expanded demolition assistance
KRW 5 billion in 2024 → KRW 10 billion in 2025
Cost reduction for preparing demolition plans

*Exemption from expert review for small-scale demolitions

③Activation of Unoccupied and Derelict House Use
-Establishment of the 빈집애(愛) platform transaction support system

-Support for the establishment of reference ordinances and dedicated support teams for integrated efforts between urban and rural areas within metropolitan cities, cities, and counties (from the second half of 2025)

②Optimizing Unoccupied and Derelict House Management with Information Systems
-Strengthening status management through the 빈집애(愛) platform (from 2025) and linking administrative information for owner verification (from the second half of 2025)

③Region-Specific Unoccupied and Derelict House Management and Utilization Plans
-Development of a tailored guide for local government officials on managing and converting unoccupied and derelict houses into regional facilities(from the first half of 2025)

①Establishment of National Unoccupied and Derelict House Management System
-Enactment of special act to strengthen integrated management of unoccupied and derelict houses, including establishing national responsibility and expanding exceptions for unoccupied and derelict houses (from 2025) *Promotion of the enactment of the 「Rural Unoccupied and Derelict House Remediation Special Act」 for rural areas and the 「Derelict Building Remediation Special Act」 for urban areas

②Expansion of Support for Unoccupied and Derelict House Remediation and Utilization
-Support for unoccupied and derelict house remediation through the Regional Extinction Response Fund, rural and fishing village unoccupied and derelict house regeneration projects, and unoccupied and derelict house-specific New:Village initiatives


4)Business Owners
Discovery of Business Models for the Utilization of Unoccupied and Derelict Houses
-Introduction of rural guesthouse projects by corporations and organizations and a house management business for the upkeep, leasing, and operation of unoccupied and derelict houses (from the second half of 2025)

①Improving Residential Environment and Revitalizing Communities
-Demolition and renovation of abandoned unoccupied and derelict houses for use as housing, parking lots, small parks, and community gardens
Installation of CCTV and safety fences in collaboration with local governments

②Access to Unoccupied and Derelict House Information and Listings Anywhere
-Provision of national information on unoccupied house status, related policies, transaction support, and AI analysis of unoccupied house occurrence and spread through the 빈집애(愛) platform (from 2025)


6)Research Institutions
Research on Unoccupied and Derelict Houses Using Nationwide Data
-Utilizing unoccupied and derelict house survey results for AI analysis on the spread and prediction of unoccupied houses, and utilizing house data for research related to regional extinction, etc.
