Korea and Cambodia signed MOU on e-government

Korea will pass down its experiences and technologies on e-government to Cambodia, outstripping China and Singapore.

Chin Young, Minister of the Interior and Safety, and Tram Iv Tek, Minister of Posts and Telecommunications of Cambodia, signed a memorandum of understanding (MOU) on e-government between Korea and Cambodia on November 25 in BEXCO Exhibition Hall 2, Busan.
Under the MOU, the Ministry of the Interior and Safety (MOIS) will support the establishment of KRW 500 million worth of e-government master plan, which has been promoted by Cambodia’s Ministry of Posts and Telecommunications (MPT).

MOIS explained that the MOU carries a significant meaning in that the Cambodian government requested for the transfer of technologies in e-government to Korea, other than China and Singapore that wanted to promote e-government cooperation with Cambodia. Cambodia allegedly deemed that Korea’s e-government technology is the best fit for the nation’s circumstances.

MOIS has engaged in cooperation with Cambodia by inviting 15 Cambodian public officials to the e-government policy management course since 2015 for introducing Korea’s e-government. In 2018, MOIS provided support to improve legal system and build system for Cambodia’s resident registration. And, in the same year, the Korea government delegation on digital government was sent to Cambodia to share Korea’s experiences and lessons learned in e-government.

Taking into account that Cambodia’s e-government master plan establishment project will be finalized by June next year, the MOU will expire in December 2020. For smooth implementation of the project, Korea’s e-government experts, who will play a bridging role between the two countries, will be dispatched to Cambodia. And, the details of project will be settled through the Contribution Agreement between the two countries.

Minister Chin Young noted that “We are pleased that Cambodia has chosen Korea’s e-government as a role model. At the same time, I feel a strong sense of responsibility” “By sharing experiences and technologies of Korea that has been recognized as a leading country in UN e-government survey for the past decade, we would like to contribute to government innovation and e-government development of Cambodia,” he added.
